Better regulation: Less is more, if it’s done properly!

On Tuesday 28 April, the European Commission will present a communication on 'Better Regulation and Enforcement'. The aim is to strengthen competitiveness. Secretary-General of the German Confederation of Skilled Crafts (ZDH), comments:

"The skilled crafts sector expects the forthcoming communication to set out clear and binding guidelines for better regulation, which it understands to mean: clear and practical rules, mandatory SME impact assessments and practical checks from the outset, and the alignment of all measures with the realities faced by small and medium-sized enterprises. Only in this way can laws be created that work in practice and strengthen businesses. 

For small and medium-sized craft businesses, this means that their perspective must be taken into account from the very beginning. The principle of giving priority to SMEs must not remain a mere buzzword, but must shape the entire legislative process, from the initial idea right through to its implementation in the workplace.

Experience in recent years has shown that the greatest burden have often arisen from unnecessary complexity, excessive reporting requirements and subsequent tightening of regulations. 

The communication should therefore set out clear guidelines. SME tests and practical checks must be carried out at an early stage and in a systematic manner. New rules must be designed in such a way that they can be implemented digitally, are easy to understand, and do not involve unnecessary effort. It is crucial that they are developed in collaboration with businesses and tested in real-world working conditions.

At the same time, a shift in mindset is needed: less micromanagement, more trust. Business owners need the freedom to take the initiative and implement solutions on their own. This is precisely what lays the foundation for innovation, growth and a strong economy."
