The Trade and Crafts Code
In Germany, inclusion in the skilled crafts sector is not determined by the size of the business or ist revenue, but rather by legal classification.

The Trade and Crafts Code defines which professions fall within the skilled crafts sector. Annex A lists all professions that require a Meister qualification (master craftsman’s exam) to become self-employed. The law mandates a Meister exam or equivalent qualifications for professions that are particularly hazardous and/or involve significant training. Annex B1 includes all other skilled craft professions where the Meister exam is optional. ‘Craft-like trades’ are listed in Annex B2.
